Independence

Dependence and independence are not two sides of a coin: they are not opposites which we can freely choose, but are integrally linked together in a very complex way. While dependence can be described as "reliance on another for support or aid", independence can be described as "freedom from the control of another". Important then as the provision of appropriate services are to the physical independence of people, the way these services are delivered is equally important. One of the principles of the Home and Community Care Program (HACC) is that the consumer or client is involved in funding decisions and in service delivery.
